Mike Miller, Jr., gives the First Citizen Award to outstanding present and former members of Senate, as well as to citizens who have made a significant contribution to the state. The award is named in honor of Charles Carroll of Carrollton, one of Maryland's four signers of the Declaration of Independence and the only Catholic signer. First Citizen was the name he signed to a series of articles published in the Maryland Gazette beginning in February 1773 about the responsibilities of an effective legislature.
